The railway business environment in Europe is changing rapidly. To respond to this changing world, railway companies need to strengthen their risk-based approaches to safety management. æHowever, this alone is not sufficient – companies need to have sufficient competence of senior staff to be able to effectively lead and manage safety. æThis introduces greater safety leadership and management competency requirements for many senior staff. æHow do you make the business case for the competency development, and then actually delivery it? This paper will examine how to win the business case for developing competence and then deliver the competency development.

This paper outlines the software training tool developed by the East Japan Railway Company for rail operators to help them understand possible human errors which occur in abnormal situations, the causal factors of the errors and countermeasures.

Requirements placed on Deutsche Bahn’s passenger transport division since market liberalisation in 2003 led to a major change in job profile for train drivers. In addition to skills and abilities required to ensure safe, punctual and economically efficient transport, train drivers have to deal with customer service tasks, such as providing information to passengers, over and above the previous remit of their job. A study on working conditions of train drivers analysed daily routines, satisfaction with the educational system and technical equipment. This paper summarises research activities which constitute an attempt towards exploring what can be learned from failures in the railway system. These research activities have lead to the development of an analytical framework that is useful for further studies. Although additional work is required, these different approaches provide valuable input in order to improve the resilience of the railway system.
