Lessons Learned from TSB Rail Investigations: The Evolution of the TSB Watchlist

A paper which describes how the Transportation Safety Board of Canada developed a watchlist using an analysis of the results of accident investigations. The watchlist was intended to serve as a blueprint for change and is revised every two years.
