A paper which describes the history of the development of the Channel Tunnel, its safety regulatory framework and the safety rules that were established during that development. It goes on to describe the changing safety regulatory framework resulting from the implementation of the Railway Safety Directing in the European Union in 2004 and the impact of those changes. The paper further shows that it is possible to harmonise diverse systems to a great extent where the polical will to do so exists.
