The paper presents a review concentrated on a data analysis of NSA supervision activities and audit outcomes to enhance the NSA in monitoring Railway Operators SMS’s. The purpose of this study is to provide evidence to support the NSA supervision planning process changing from a compliance-based approach to being a risk-based approach. The research examined broadly accepted approaches to measure or indicate if an SMS is effective and reviewed current practices and studies linking SMS with safety culture.
