This paper describes The FirstGroup Competence Management System project and the implementation strategy across the FirstGroup rail companies in the UK. The assessment of competence generally focuses on technical skills and underpinning knowledge. The FirstGroup Competence Management System project has developed the current traditional approach by applying a significantly greater focus on the assessment of behavioural/non-technical skills within an assessment regime that is risk based, where the frequency and scope of the competence assessment is determined from the experience/risk profile of each person.
