A paper which has been commissioned by the Rail Safety and Standards Board (RSSB), is the author’s personal interpretation of what constitutes best practive from around the world in the management of risk at level crossings; or the current state-of-the-art. The paper also includes some consideration of data concerning safety at level crossings and also of wider road safety performance and relies extensively on qualitative material gathered by the author over many years.
