A paper which describes the differences between conformance and performance based risk strategies and discusses the advantages and disadvantages of each. The paper concludes that conformance to standards and regulations are rquired to maintain the current safety status and that the idea that risk-based regulation should replace compliance-based regulation is incorrect.
