A paper which summarises the structure and scope of Britain’s mainline railway and the Office of Rail and Road’s (ORR) railway health and safety role, vision, strategy, approach and goals in regulating it, including excellence in safety culture and risk management. The paper introduces ORR’s Railway Management Maturity Model (RM3), a tool for assessing safety performance in detail and the industry’s precursor indicator model and our safety by design approach.
